The Scientific investigation of major crimes in this state was not explored at par with national level due to non availability of Forensic Science Laboratory. It was established on 30th May, 2002 and started functioning from 1st February, 2003. There is remarkable improvement in scientific investigation of different crimes. Initially the utilization of scientific investigation in the state was 2.5% of the total cases registered in the year 2004. But in the current year, the utilization of scientific investigation has gone up to 21.05% of crime cases out of the total cases registered in the state. At present, the FSL is well equipped to meet the challenges of hi-tech crimes with the technology like DNA profiling and Cyber Forensics.
In spite of several constraints, State FSL is making sincere and best effort to provide prompt and timely help to the investigating agencies by providing assistance to the investigating officers at scene of crime. The timely examination of cases in all divisions except Biology/Serology and Toxicology is at desired level. Year wise increase in receipt of cases and manpower constraints are contributing factors for delay in disposed of biological and toxicological cases in the laboratory.
It is my privilege to mention that the lab could start functioning within the shortest period from the date of establishment and could achieve the target as per the guidelines of Directorate of Forensic Science Services, MHA, Govt. of India. The activities of the laboratory were reviewed by the Directorate of Forensic Science Services, MHA, Govt. of India in the year 2003 and has issued a commendation certificate for extending praise worthy Forensic science services in the state.
